The History Behind Pennekamp Park
The park is named after John Pennekamp, a conservationist and associate editor of the Miami Herald who played a key role in early environmental protection efforts in South Florida.
- In 1946, Pennekamp proposed expanding Everglades protection to include Key Largo and surrounding reefs
- Early resistance from landowners and local government delayed protection efforts
- Despite the establishment of Everglades National Park in 1948, reefs remained unprotected and suffered environmental damage
Significant progress came in 1959 when Leroy Collins granted protection to nearshore waters, followed by a major milestone in 1960 when Dwight D Eisenhower transferred federal offshore lands to the state.
Later that year, John Pennekamp Coral Reef State Park was officially dedicated.
Growth & Expansion of the Park
- Initially established with just 75 acres of water
- Expanded through land donations, including contributions from Radford Crane and his family
- Now encompasses approximately 90 square miles of protected marine area
Today, it remains one of the most significant marine conservation areas in the United States.
Connection to the National Marine Sanctuary
The evolution of marine protection continued with the creation of the National Marine Sanctuary Program, following the establishment of the National Oceanic and Atmospheric Administration in 1970.
- The Key Largo National Marine Sanctuary became one of the first designated sites
- Management of offshore reefs shifted to federal oversight beyond the 3-mile state boundary
- The sanctuary system now protects vast marine ecosystems across the U.S.
Despite these changes, Pennekamp remains a foundational part of the Florida Keys’ conservation legacy.
